A plow is to turn over soil , can be to a depth of 8 or 10 inches. A cultivator is for shallow tillage, to get weeds coming up in the top couple of inches. Never seen one that would go as deep as you thought it was going. Now, with disc rippers we try to run approx 12" deep. Just enough to get under the compaction zone.
